Throughout Minerva's story, several groups shape the world's fate:

• Remnants of the Combine: Once dominant, now fractured, retreating into strongholds.
• Regional Coalitions: New unions and commonwealths rising to fill the power vacuum.
• Civilian Populations: Ordinary people caught between collapse and liberation.
