The Combine’s Regime

Destruction of North America

North America was subjected to near continental wide destruction after the concentrated surge of portal storms coupled with the Combine's invasion over Earth. The aftermath led North America to an unhabitable state for the human population due to disintegrated settlements, the mass occupation of otherworldy creatures, extreme climate and suffocating air.

The Combine Civil Authority

The Combine Civil Authority is the Combine's human governance on Earth. Despite popular rumor in many cities, the Combine does have a multi-faceted governmental structure. The Combine Civil Authority, or CCA is a catch-all term for Global, Sector, and City Administration.

Term Name	Description
Global Administration	The highest branch of government under the Combine. Oversees Sector Administration.
Sector Administration	Regional authorities which manage entire ministries, oversees City Administration.
City Administration	Local level authority, oversees departments and the bureaus under them.
Ministries	Region wide associations: the Ministry of Financial Management, Ministry of Industrial Output, and Ministry of Civil Protection.
Loyalists	Individuals in support of The Combine.
Collaborators	Individuals actively working for the Combine.
Bureaus	Minor, specialized divisions of a department. Examples include: Bureau of Funds, Civil Worker's Union, Civil Research Union, Infestation Control.
Departments	City level associations; Department of the Treasury, Department of Logistics, Civil Protection Force, Union Public Broadcasting Service.

Global Administration

The highest level of civilian government on Earth. Global Administration is headed by Wallace Breen, the Earth Administrator with the assistance of his cabinet simply called "The Planetary Cabinet." The Planetry Cabinet serves to advise the administrator and manage day-to-day errands the administrator might not have the time to get done himself. Earth Administration solely consists of the Planetary Cabinet and Administrator Breen, being one of the most secretive circles on the planet. Members of the Planetary Cabinet typically are certain prominent Sector or City Administrators, as well as minor collaborators. There are currently twelve Planetary Cabinet Members, each one representing their own cities, ministries, and political interests. For the sake of safety, the identities of Planetary Cabinet members are left unknown and if a public event is to be attended, they typically go by aliases.
